New inform on Designing migration strategies
The European Migration Network (EMN) and the Organisation for Economic Co-operation and Development (OECD) have released a joint inform titled Designing Migration Strategies, focusing on the development and implementation of migration strategies in EMN Member and Observer Countries, as well as selected non-EU OECD countries. The report compares different national approaches, highlights common challenges, and showcases good practices.
The inform categorises migration strategies into six areas: asylum, regular migration, integration, irregular migration, external dimension, and contingency planning. Some countries have comprehensive overarching strategies covering several areas, while others focus on sectoral plans. The most common priorities are tackling irregular migration, integration, and regular migration.
The publication also describes who is responsible for drafting migration strategies — typically Ministries of the Interior — and how these strategies are implemented and updated. Experiences show that coordination between authorities and the involvement of other stakeholders, such as municipalities or NGOs, are key. Challenges remain in involving target groups and responding to a changing migration context.
The report also features examples from countries like Australia, Canada, and Japan, where strategies focus on setting quotas or legislative reforms.
