New and innovative ways to attract foreign talents in the EU

The European Migration Network (EMN) and OECD have released a joint inform examining new and innovative ways used by EMN Member Countries and selected non-EU OECD countries to attract foreign talent. Covering the period from January 2021 to March 2024, the report is based on input from 21 EMN countries and OECD data.

The inform focuses on highly qualified third-country nationals and workers of all skill levels in high value-added sectors, such as healthcare, ICT, or pharmaceuticals. Common measures include digital platforms for employers and migrants, tax incentives, and Talent Partnerships, which connect EU labour market needs with skills from third countries.

Many countries also run skill development and support programmes, including pre- and post-arrival assistance. The report highlights challenges such as complex administrative processes or difficulties in recognising foreign qualifications.
